Shoreline Master Program Update (Page last updated 6-20-11)
The City of Moses Lake is updating its Shoreline Master Program, the rules for development within 200' of the lake. RCW 90.58, the Shoreline Management Act, requires that all counties and cities with water bodies have a shoreline master program that meets certain guidelines. The City's existing Master Program was adopted in 1974. There were a few minor updates, the last of them in 1988. State regulations have changed since then, and so has our understanding of the importance of protecting the shoreline.
Through a grant from the Department of Ecology, the City has hired consultants to do a comprehensive inventory of shoreline conditions and propose regulations based on those existing conditions. The inventory information is available in a series of maps available at City Hall and is also available on data DVD. Drafts of the proposed regulations were reviewed by the public and Planning Commission in early 2006. The drafts were revised based on comments received. Staff and the Planning Commission have contniued to revise the drafts to meet state regulations while fitting local conditiosn. Current drafts are available below.

Public Comment
Public input is a very important part of revising a Shoreline Master Program. The City held open houses on the draft update in January and February 2006 and collected written input on the draft chapters. The Planning Commission held study sessions in March and April 2006. City staff compiled all the comments from the public and the Planning Commission, prepared a written response to those comments, and edited the draft SMP chapters to address the comments. Click on the button to see the "Response to Comments" document, which explains the changes made and why some requested changes were not made.

After the City receives comments from the Department of Ecology and makes any necessary changes, there will be a comment period on the revised draft, which will be announced on this page and with notices sent to those on our mailing list. Shoreline Inventory and Characterization
The Geo-Ecology Research Group (GRG) of the Department of Geography and Land Studies, Central Washington University, has prepared a Shoreline Inventory and Characterization of the City of Moses Lake's Urban Growth Area. This document contains a wealth of information about the shoreline.
